OHP / Medicaid / Apple Health
Medicaid is a federal program for low-income individuals. Oregon Health Plan (OHP) is Oregon’s Medicaid, covering medical, dental, mental health, vision, and more. Apple Health is Washington’s Medicaid.

During the COVID-19 public health emergency (PHE), the federal government extended health coverage, services and supports for some people. Renewing your Oregon Health Plan (OHP) or Washington Apple Health means making sure you still qualify for Medicaid after the COVID-19 PHE ends. Starting April 1, 2023, both Oregon and Washington will begin the process of Medicaid re-enrollment over a 12-month period. Make sure your mailing address and other contact information are up to date and we can help you with this! If your address is not updated and your renewal notification is returned, they may unenroll you from Medicaid if they are unable to contact you.

No, you will not need to wait five years. However, you need to meet all other OHP eligibility requirements.
The Oregon Veteran Dental Program covers the same basic dental care that the state provides to Medicaid recipients through the Oregon Health Plan. Annual teeth cleanings, fillings, extractions, some dentures and emergency care are among the services available for free under the state’s Veteran Dental Plan.
Who is Eligible?
- People who live in Oregon and don’t qualify for full OHP benefits.
- Have household income at or below 400% of the Federal Poverty Level (FPL), and
- Are a veteran as described in Oregon Revised Statute 408.225, except you may be discharged or released under honorable conditions or other conditions.
- Veterans can get help online or in person by connecting with an OHP Certified Assister at One Community Health.

OCH asks you to bring your most recent proof of income for one month. While last year’s taxes are NOT an acceptable proof of income, we encourage you to bring them to help with your application.
Below are some proof of income examples you should bring to your appointment:
- Pension funds
- VA benefits
- Disability
- Self-employment records
- Wages and salary
- Unemployment
- Social Security/SSI (for those who have one)
- Worker’s compensation
- Public assistance
- Birthdate (birth certificate, if available)
- Immigration documentation (if applicable)
- Information about health insurance available to you through an employer (if any)
You may qualify for OHP even if you have been denied coverage in the past, and the eligibility frequently!
Income is defined as total cash before taxes from all sources, which can include:
- Wages and salaries;
- Receipts from self-employment after deductions for normal operating expenses;
- Regular payments through public assistance, social security, longevity, unemployment, strike benefits, military allotments, disability, rental income, regular support from an absent family member or someone not living in the household (includes child support), government or private pensions, and regular insurance or annuity payments;
- Income from dividends (including permanent fund), interest, rents royalties, or income from estates or trusts; -Savings accounts (average balance of past 6 months activity, divided by 6 months’ equal monthly portion of income).
As of July 1, 2022, adults 19-25 and 55 and older are now eligible for full Oregon Health Plan (OHP) benefits and other services and supports, regardless of their immigration status. OHP is free health coverage for people who live in Oregon and who meet income and other criteria. It covers health care services like medical, mental health, dental, prescriptions, tests, x-rays, hospital care, and rides to and from health care appointments. Apply today! Medicare
To qualify, you need to have Part A, Part B, and meet income limits and other requirements.
MEDICARE PART A:
Often referred to as hospital insurance because it primarily covers inpatient hospital care and related services.
MEDICARE PART B:
Helps pay for doctor visits, checkups, tests, medical equipment, mental health care, and some medicines.
MEDICARE PART C:
Medicare Part C (Medicare Advantage) is a private plan that combines Parts A and B and may include extras like vision and drug coverage. Medicare Part C (Medicare Advantage) does not include dental. Costs and benefits vary by plan.
MEDICARE PART D:
Helps cover the cost of prescription drugs. It’s offered by private companies, and costs depend on the plan you choose.
The Low Income Subsidy (LIS) helps people with Medicare pay for prescription drugs (Part D), and lowers the costs of Medicare prescription drug coverage.

- Cash at home or anywhere else.

- Resources you couldn’t easily convert to cash, such as jewelry or home furnishings.
- Property you need for self-support, such as rental property or land you use to grow produce for home consumption.
- Non-business property essential to your self-support.
- Life insurance policies.
- Burial expenses.
- Interest earned on money you plan to use for burial expenses.
Medicare Savings Programs (MSPs) are state programs that help people with low income pay for Medicare costs. These programs can cover things like premiums, deductibles, coinsurance, or copayments, making Medicare more affordable.
To qualify, you need to have Part A, Part B, and meet income limits and other requirements.
Qualified Medicare Beneficiary (QMB) Program
- Pays part A and Part B premiums
- Pays deductibles
- Pays co-payments except for prescriptions
Specified Low-Income Medicare Beneficiary (SLMB)
- Pays Part B premium
Qualified Individual Program (QI-1)
- Pays Part B premium
Qualified Disabled Working Individual (QDWI)
- Pays Part A premium
Yes, someone with Medicaid can also qualify for Medicare if they meet the eligibility requirements for Medicare. Many people, especially those with disabilities or who are 65 and older, qualify for both programs.

Marketplace open enrollment is November 1 – January 15. You can also enroll in a Marketplace plan if you have had a recent life event that qualifies you for a Special Enrollment Period. Examples include getting married, having or adopting a child, getting divorced, or losing health insurance.
The Marketplace is available for all Oregon residents looking for health insurance. We offer free assistance to ensure you find the coverage you need. There are also potential savings available through the Marketplace for those who are currently insured.
